Wii U Error Code:107-3108

I purchase an eShop code for The Wonderful 101 from my local EBGames (I'm in Canada). The cards are directly from Nintendo, however the eShop codes are generated by the POS systems, and show up on my invoice. When I try to enter in the code, I get an error that there appears to be no reference to anywhere;

 

Error Code:107-3108

The item corresponding to the download code you entered is not currently being distributed.

 

I went back to the store, and they are saying there really isn't a lot they can do, as the entire system (cards, code generators) are from Nintendo, and they aren't authorized to refund, or even reissue the code. They suggested contacting Nintendo directly, but when I contacted them via the phone, I couldn't get through to anything. The one time it let me out of the auto-attendant, I was forwarded to a fast busy signal.

 

I've also tried to submit a ticket via email, however I didn't recieve any type of confirmation, etc, so I'm not sure if it went through. I generally haven't had issues with using these types of systems on other platforms, which is why I was buying the game this way.

 

Has anyone seen/heard of this before, or have any suggestions other than trying to call into the help line again tomorrow, and hope I get through?
