Wii U eshop took my IC card money, but didn't download my game.

First of all, I have the awkward position of using a Japanese Wii U (living in Japan), but being unable to communicate in Japanese. Therefore, if it would be better to post in a Japanese tech support forum, I would love to, but can't. And this might be a Japanese specific issue, too, because it involves using the IC card payment system popular in Japan.

So. What I did was try to buy two games on Wii U Virtual Console: Castlevania 1 for NES and Castlevania - Circle of the Moon for GBA. I tapped my IC card for payment (pre-charged at the train station). Payment went through for both. Then I looked at a third game without the intention of buying, which was Castlevania - Aria of Sorrow.

What then happened was that it suddenly said I bought Aria of Sorrow and started to download it... seriously. When I went to my downloads tracker screen, that was the only downloading. When it was done, I waited to see what else would come. Like, what was this, a glitched eshop free game on top of the two I got?

But nothing else came. I never tapped pay on the one I got and the two I tapped to pay I didn't get. Now, Aria of Sorrow is a fine game, but it wasn't what I was in the mood for at the time. It is also the exact same price as the other game I had just payed for, Circle of the Moon. So I am thinking it somehow couldn't tell the difference. But that is no excuse for not giving me my NES/Famicom original Castlevania.

Of course with no freaking account system, Nintendo has no way of checking my sales records, thank you very much.

But what should I do? Does this payment system exist in the West? (I am American, but I don't know how the systems work there recently.)

Could I get a word from someone who works in the company, and if nothing else get some help translating this to put on a Japanese Nintendo tech support forum?

I'm about to run down to my local train station to get a physical print out of the charges history on my IC card, but if someone could help me out quick, I would be very thankful.
